It appears, however, that
No communication has been received by H. M's Gove

New Granada; and, On the other hand, that Mr Barros
has been in the habit of granting Registers of the New Granadian flag to his own Vessels, and to the Vessels of others, to the great
detriment
of lawful commerce in the China Seas.
Under these circumstances
I have been directed by
Earl of Malmesbury, H. M's principal Secretary of State for Foreign Affairs, to request the New Granadian Govt that Sir J. Boring
has been instructed to withdraw his provisional recognition of Mr. Barrows as Consul for New Granada in Hongkong.
